Local Option Levy Vote May 15, 2012
A Local Option Levy is a temporary property tax that is used to fund school district operations and will expire after three years. The Canby School District No. 86 Board of Directors is placing a three-year, operation Local Option Levy of $0.85 per year per $1,000 of assessed value before the voters in May 15, 2012. If approved, this local option rate would raise approximately $1.74 million dollars over the three years of the levy ($811,000 in year one, $513,000 in year two, and $414,000 in year three).State revenue to the Canby School District has been reduced by $2.76 million/year since the 2007-08 school year. Over this time the district has reduced teachers by 12%, support staff by 13%, administration by 22%, postponed all new curriculum materials adoptions, and reduced the length of the school year. The local option tax revenue would be used to fund student school days, smaller class sizes, and instructional materials and staff time for implementation of new state academic standards.
This levy would cost property tax payers a maximum of $0.85 per year per $1,000 of assessed value each year for three years. It would not cause the total property tax paid for education to exceed the Ballot Measure Five (5) limit of $5 per $1,000 of real market value on any property. This tax will not apply to any property where the market value is less than 110% of the assessed value.
An example of the possible tax amounts for a home with an “average” assessed value of $223,160 is:
• For a market value of $283,564 or above, a $189.69 annual tax would be imposed on this property (or approximately $15.81 per month).
• For a market value between $283,564 and $245,628, this same property would have a proportionally lower tax amount.
• For a market value of $245,628 (110% of the assessed value) or less, this property would not pay any additional taxes.
The “average” market value of homes in the Canby School District is $271,300, which would cap the average home at a total collection of $1,356.50 and limit the annual Levy collection to $128.36 (or approximately $10.70 per month).
